
TA Leads

Tim Marshall, LCSW, is a Senior Advisor at Innovations Institute, UCONN School of Social Work and serves as an NTTAC TA Lead. Tim was the former Director of the Office of Community Mental Health at the Connecticut Department of Children and Families (CT-DCF), where he retired after 30 years of state service. At CT-DCF, Tim had extensive experience in both children’s behavioral health and child welfare. He represented Connecticut as the Children’s Mental Health Director at the National Association of State Mental Health Program Directors, and he shared in the oversight of the statewide children’s behavioral health system and led Connecticut’s system of care (SOC) work for many years. Tim has extensive experience in children’s crisis services and suicide prevention strategies as well as infrastructure development. During the last 25 years of Tim’s work, he contributed to six Children’s Mental Health Initiative (CMHI)/SOC grant initiatives in Connecticut. In the earlier rounds, he focused on social marketing and cultural competence, while in the later cycles, prior to his departure from CT‑DCF, he served as the Principal Investigator for three of the more recent CMHI/SOC grants. His subject matter expertise includes: 1) SOC Infrastructure and Sustainability, 2) Suicide Prevention, 3) Mobile Response & Stabilization Services, 4) Other Crisis Services, 5) Cross-Agency Integration and Reform.
