
TA Leads

Kelly English, MSW, PhD, is Senior Advisor for Behavioral Health Policy at Innovations Institute and Assistant Extension Professor at the University of Connecticut School of Social Work, Senior Advisor for Behavioral Health Policy at Innovations Institute and serves as a Technical Assistance Lead for NTTAC. Kelly has over 25 years of experience in the area of children’s behavioral health across numerous roles including as a provider, state children’s mental health administrator, and as an advocate. She has provided expert technical assistance and consultation to government agencies and private organizations in numerous jurisdictions on complex issues including managed care, sustainable financing, and system-wide quality improvement. Throughout her career, she has excelled at translating high-level policy into practical, scalable solutions through workforce development approaches and collaborative stakeholder engagement. Kelly has served as a principal investigator, advisory group member, and training and TA partner on system of care grants. Her subject matter expertise includes: 1) Medicaid and Managed Care, 2) Workforce Development, 3) Implementation Science, 4) Quality Improvement, 5) System Design and Service Array Development.
