
TA Leads

Denise Sulzbach, JD, is Assistant Extension Professor at the University of Connecticut School of Social Work and serves as an NTTAC Project Director and a Technical Assistance Lead. Denise has over 25 years of experience providing systems of care (SOC) training and technical assistance (TTA), learning from and working in partnership with youth and families in numerous communities, states, and territories; authoring resources and toolkits; and presenting across the country to support children’s behavioral health reform efforts. As a former prosecutor with specialties in child abuse, sexual assault, and juvenile law, she has unique expertise in understanding the unmet cross-system needs of youth with complex behavioral health challenges and their families. This expertise was expanded while serving as Deputy Secretary at the Maryland Department of Juvenile Services and other high-level Governor appointed positions, including Director of SOC and Interagency Policy at the Maryland Governor’s Office for Children. Denise’s experience with the Children’s Mental Health Initiative (CMHI) grant program includes serving as a project director, state center of excellence TTA partner, and seven years as the deputy director of a prior CMHI TA Center and NTTAC. Her subject matter expertise includes: 1) SOC Infrastructure and Sustainability, 2) Cross-agency Reform Leadership, 3) Care Pathway Analysis and Redesign, 4) Data-driven Planning and Decision Making, 5) Mobile Response & Stabilization Services.
