
TA Leads

Liz Manley, LSW, is Senior Advisor for Health and Behavioral Health Policy at Innovations Institute and Assistant Extension Professor at the University of Connecticut School of Social Work, and serves as a Technical Assistance Lead for NTTAC. Liz has more than 30 years of experience in children’s behavioral health and intellectual/developmental disability service systems, including supporting system transformation at the state, county, and provider levels with a focus on innovation and evidence-informed practice implementation. She has authored and presented resources on Mobile Response & Stabilization Services, residential best practices, and systems transformation, while helping the field design innovative services. As the former Assistant Commissioner for New Jersey’s Children’s System of Care, she brings extensive expertise in the design, implementation, and oversight of complex service delivery systems. Liz’s experience with the Children’s Mental Health Initiative (CMHI) grant program includes serving as the Principal Investigator for New Jersey’s Promising Path to Success Grant. She also provided TA with a prior CMHI TA Center and NTTAC. Her subject matter expertise includes: 1) Customizing Crisis Systems for Children, Youth and Young Adults, 2) Residential Best Practices and Oversight, 3) Service System Design, 4) SOC Infrastructure and Sustainability, 5) Intellectual/Development Disabilities.
